I use to do electronic project using µC from Microchip. A lot of projects on the WEB are based on µC from Atmel (Arduino).
I have summarized a list of compatible Arduino platforms with RF module.

FTDI Adapter
To program the modules we need an adpater :

Adafruit or Moteino gives a FTDI adapter compatible with 5V and 3V3 devices :
RFM Module from HopeRF
RFM12B is not the best choice for new design as it is no more supported by the manufacturer.
RFM69 is the new design and the model RFM69CW is the RFM12B footprint compatible version of the standard RFM69W.

A Atmega328 costs about 3€.
Arduino Mini : +/- 10 € to 15€

There are two versions : one with 3.3.V power and one with 5V power.
The other clone should be PIN compatible.

Moteino / Low Power Lab
Moteino is a low cost wireless Arduino clone based on the Atmel ATMega328P microcontroller : +/- 13$ (+6$ RFM69W).
I don’t have the choice of RFM69CW module.
MoteinoMEGA is a low cost wireless Arduino clone based on the Atmel ATMega1284P microcontroller: 20$
- 128KB sketch flash memory
- 16KB RAM! (compare to just 2KB on the atmega328p)
- 4KB EEPROM
